MNRT is the co-funding agency of the Programme, and the key agency supervising the development and implementation of the Programme.
MFA is the donor of the Programme and the guiding ministry from the Finnish Government for the Programme.
The Embassy of Finland is responsible for operational guidance of the Programme and reporting the progress of PFP operations to the MFA.
